Ukraine’s Parliament passed a bill on Wednesday that will allow some convicts to serve in the military in exchange for the possibility of parole at the end of their service, a move aimed at replenishing the army’s depleted ranks after more than two years of war. The bill must still be signed into law by President Volodymyr Zelensky. It was not immediately clear if he would do so, given the sensitivity of the matter. Mr. Zelensky is scheduled to address the United Nations General Assembly in person on Tuesday in New York, and later in the week to meet with President Biden and members of Congress in Washington in his ongoing efforts to shore up support for military aid. He is expected to argue that defending Europe’s borders from an expansionist Russia in Ukraine serves Western interests in preventing a wider war and the destabilization of the European Union. In Ukraine’s fight to take back territory seized by the Russian invasion, the chain of command for battlefield decisions runs directly from Mr. Zelensky to the military’s uniformed general staff, largely bypassing the civilians at the defense ministry, so the turnover is not expected to have an immediate effect on the course of the war. The ministry’s role is primarily not in tactics but logistics — procurement, salaries and benefits — where changes may not be felt right away.

A Kyiv court on Saturday ordered Ihor Kolomoisky, a key supporter of Ukrainian President Volodymyr Zelensky’s 2019 presidential campaign, to 60 days in pre-trial detention while authorities investigate fraud charges against him, reported Ukrinform. And even if Trump is not the GOP nominee in 2024, ebbing public support for the war could hurt Biden. Therefore, for political, as well as strategic reasons, there is huge pressure on Ukraine’s long-awaited counteroffensive this summer to produce significant battlefield breakthroughs. Any suggestion that Ukraine’s offensive has been bogged down will deepen that skepticism over a prolonged US commitment.
