Ukraine’s Parliament passed a bill on Wednesday that will allow some convicts to serve in the military in exchange for the possibility of parole at the end of their service, a move aimed at replenishing the army’s depleted ranks after more than two years of war. The bill must still be signed into law by President Volodymyr Zelensky. It was not immediately clear if he would do so, given the sensitivity of the matter. The policy echoes a practice used by Russia, which has committed tens of thousands of convicts to the war, allowing it to gain the upper hand in bloody assaults by sheer force of numbers. CNN —One of Ukraine’s most powerful oligarchs has been arrested in a fraud investigation, state media in the country are reporting. A Kyiv court on Saturday ordered Ihor Kolomoisky, a key supporter of Ukrainian President Volodymyr Zelensky’s 2019 presidential campaign, to 60 days in pre-trial detention while authorities investigate fraud charges against him, reported Ukrinform. Kolomoisky’s media and banking businesses have made him one of the richest men in Ukraine. Video and photos showed Kolomoisky being led away from the district court in Kyiv. The UN chief’s comments reinforced a view that, for now, Russia sees a point of leverage in refusing to renew the Black Sea grain deal. Erdogan won prestige and the gratitude of his fellow NATO leaders and developing nations for brokering the original grain deal. One was taking control of Ukraine, which he claimed has no right to exist; the other was weakening NATO. Russia’s unprovoked invasion of its neighbor strengthened Ukrainians’ sense of nationhood and led to the expansion of NATO on Russia’s border. Putin can still take some solace in the intense disagreements inside NATO prior to the summit over whether or not Ukraine should be granted membership. There’s a strong case to be made that if Ukraine joins while Russia’s invasion continues, NATO allies could be required to enter the war. The argument that Ukraine should not be allowed into NATO because it would provoke Putin holds little sway.
